asked the Secretary of State for Foreign Affairs when it is intended to ratify the Declaration of Human Rights which was accepted by the United Nations at Paris on 10th December, 1948, and the Convention for the Protection of Human Rights and Fundamental Freedoms which was accepted by the Council of Europe on 4th November, 1950, at Rome.

The Declaration of Human Rights was adopted by a roll-call vote of the General Assembly of the United Nations. Since it is not a Treaty or Convention there are no provisions relating to signature or ratification. With regard to the Council of Europe Convention, I would refer to the reply given on the 5th February to the hon. and gallant Member for Norfolk, Central (Brigadier Medlicott).
