asked the Secretary of State for Scotland whether he is now able to announce the membership and terms of reference of the proposed Committee of Inquiry into certain aspects of the law of leasehold in Scotland.

Yes. Lord Guthrie has accepted the chairmanship of this Committee and the other members are the hon. and learned Member for Edinburgh, North (Mr. Clyde), and the hon. Member for Kilmarnock (Mr. Ross), Mr. Alexander McKellar, Mr. George McLaren, Professor H. H. Monteath, Mr. J. S. Muirhead, Mr. J. Cassels Pinkerton and Lord Provost Ure Primrose.

The terms of reference are: To consider and report on the following questions in relation to land other than agricultural land;

  1. (1) whether and in what circumstances and on what terms a lessee of land holding under a lease by virtue of which buildings have been erected thereon should be given a right to acquire the land or to compensation for erections or improvements thereon on the termination of the lease;
  2. (2) whether and in what circumstances and on what terms the occupying tenant (other than a lessee referred to in the foregoing paragraph) of residential or other premises should be given a right to acquire the premises or to compensation for improvements on the termination of his tenancy;
  3. (3) any matters arising out of or connected with these questions.
