asked the Secretary of State for Foreign Affairs whether, before the Japanese Peace Treaty is ratified, he will satisfy himself that adequate safeguards exist for the protection of legitimate trade union rights in Japan.

His Majesty's Government have watched with satisfaction the institution and growth of democratic trade unions in Japan and the enactment under the Allied occupation of legislation designed to improve industrial relations and working conditions. My hon. and gallant Friend will be aware that last June, Japan was re-admitted to membership of the International Labour Organisation.

In applying for membership Japan gave evidence of her desire to give effective recognition to the principles of freedom of association and of collective bargaining, and to maintain satisfactory working conditions. His Majesty's Government, who attach the greatest importance to the fostering of healthy and democratic trade unions in Japan and elsewhere, welcome this decision and look forward, after the entry into force of the Peace Treaty, to a progressive development in Japan of the sound labour practices instituted during recent years.
