asked the Secretary of State for Scotland if he will take steps to compel industrial plants to use some other form of time warning to their employees than the present siren, seeing that this may play an important part in Civil Defence.

In war the use of sirens for purposes other than giving public air raid signals would, of course, be prohibited. Managements may wish to consider the use of other means of indicating factory times to employees but this is not a matter in which the Government would feel justified in seeking powers of compulsion in peace-time.
