§ Mr. J. StuartIn war the use of sirens for purposes other than giving public air raid signals would, of course, be prohibited. Managements may wish to consider the use of other means of indicating factory times to employees but this is not a matter in which the Government would feel justified in seeking powers of compulsion in peace-time.
