§ Mr. H. MacmillanThe hon. Member has misinterpreted my decision. It goes no further than to leave the city council free, if they wish, to allow more houses to be built under licence, either for sale or for letting. Whether it will be desirable to increase their allocation for 1952 will depend on the progress they make in implementing it.
