§ Mr. BarnesThe Highway Code enjoins drivers to dip their headlights when meeting other vehicles and a survey of night driving indicates that the vast majority of drivers comply with this direction. I propose, however, to review the whole problem of dazzle when I receive the final report of the Road Research Laboratory of the Department of Scientific and Industrial Research upon their investigation of the subject.
