asked the Minister of Transport if he is aware of the practice of some drivers to drive at night with the nearside headlamp switched on without being dipped or dimmed in any way; and what steps he proposes to discourage this practice.

Mr. Barnes

The Highway Code enjoins drivers to dip their headlights when meeting other vehicles and a survey of night driving indicates that the vast majority of drivers comply with this direction. I propose, however, to review the whole problem of dazzle when I receive the final report of the Road Research Laboratory of the Department of Scientific and Industrial Research upon their investigation of the subject.
