asked the Postmaster-General why an account may not be opened with the Post Office Savings Bank without the production of an identity card or ration book.

Mr. Ness Edwards

The production of an identity card is required at the post office in order to help prevent the opening of Savings Bank accounts for purposes of fraud. It is a simple and expeditious way of requiring the applicant to establish his bona fides. A ration book is not acceptable for this purpose.
