In general the football pool firms show no reluctance to employ disabled persons, when they are available, in excess of their statutory obligations. I have previously considered the possibility of imposing a statutory obligation on them to employ more disabled persons but I have no power to do so, nor is there any power to compel the employment of elderly workers.
