§ Mr. HobsonThe U.S.S.R. signed and has ratified the European Broadcasting Convention, Copenhagen, 1948, to which the Copenhagen Plan is annexed. It has not yet been established that the Russian stations which are interfering with the B.B.C. Home Service are within the European broadcasting area and thus within the scope of the Convention. My right hon. Friend has not yet received a reply to his Department's representations to the Soviet Administration.
