asked the Postmaster-General whether the Soviet Government was a signatory of the Copenhagen wavelength agreement; and whether he has yet received a reply to his representations to that Government concerning Soviet interference with British broadcasts.

The U.S.S.R. signed and has ratified the European Broadcasting Convention, Copenhagen, 1948, to which the Copenhagen Plan is annexed. It has not yet been established that the Russian stations which are interfering with the B.B.C. Home Service are within the European broadcasting area and thus within the scope of the Convention. My right hon. Friend has not yet received a reply to his Department's representations to the Soviet Administration.
