asked the Secretary of State for Foreign Affairs if, in view of the expense to public funds, he will instruct the British Council to discontinue the practice of granting scholarships in this country, which include travelling expenses, maintenance and other allowances at the expense of the British taxpayer, to students from Japan and other ex-enemy nations.

No. The British Council have taken this step with my full support since I consider it desirable that carefully selected young people who grew up under totalitarian regimes should have an opportunity to learn something of this country at first hand.
