§ Mr. BarnesNo. Such a device as an absolute requirement, would preclude the use of other equally effective alternatives permitted by the current regulations. These alternatives include the use of a device for dipping both headlights which certain manufacturers are now fitting to motor vehicles so that they will comply with the requirement laid down for the future in the 1949 Convention on Road Traffic for vehicles used in international traffic.
