§ Mr. J. GriffithsGreat importance is attached to the introduction of elections to the Federal Legislative Council of Malaya as soon as practicable, but it is intended that the electoral system should first be introduced for certain local authorities. This has already been provided for in legislation recently passed by the Federal Legislative Council. It is proposed that the next step should be elections for the State and Settlement Councils, and finally for the Federal Legislature. I understand this is the desire of the leaders of the local communities who have carefully considered this matter.
