Major Pooleasked the Financial Secretary to the Treasury if he is aware that the rule forbidding any reference in the explanatory note on a Statutory Instrument to anything not in the Instrument makes it difficult for the note to explain correctly and precisely to laymen what the document means; and if he will consult with the editor of Statutory Instruments with a view to amending the rule.
