asked the Minister of Transport if any discussions have taken place with shipping companies responsible for recruiting merchant seamen from ports outside the British Isles, to ensure that medical examination and a certificate of freedom from infectious diseases is submitted before being able to sign on as a merchant seaman.

The normal practice is for seamen recruited abroad to be medically examined before they are signed on. No discussions with the shipowners have taken place.
