asked the Secretary of State for the Home Department how many Service voters failed to receive voting papers for the last General Election or received them too late to be able to use them; and whether, in future, he will arrange for voting papers to be issued to Service voters by the appropriate constituency returning officer.

A registered Service voter may vote in one of three ways: (1) in person, or (2) by proxy if he has appointed one, or (3) by post if he applies to do so and gives an address in the United Kingdom. Those in this third category who apply in time are sent a ballot paper by the returning officer for their constituency. The information asked for in the first part of the Question is not available, but at least 95 per cent. of all postal voters, including both civilian and Service voters, returned their ballot papers in time for the count.
