§ Mr. Ness Edwards1,897 business and 4,190 residential applicants are waiting for service in the City of Leeds. 2,759 exchange lines were provided during the last 12 months, but in view of the severe restriction on capital expenditure I regret that I cannot say when it will be possible to clear the outstanding applications.
