Mr. McGovernasked the Secretary of State for Foreign Affairs why a passport, valid for a visit to China via Prague, was issued to Mr. Douglas Springhall, National Organiser of the Communist Party, who was sentenced during 1943 for violation of the Official Secrets Act; and if he has satisfied himself as to the objects of the journey.
§ Mr. YoungerNo passport valid for a visit to China has been issued to Mr. Springhall. In May, 1948, he applied for and was granted a passport for travel to all European countries for holiday purposes.
