Friend explained on 15th June in reply to a Question by the hon. and gallant Member for Toxteth (Mr. Bevins) the changes which have been brought about by the Education Act of 1944 and the Burnham Reports which have issued since 1938 introduce so many and involved factors that it is impracticable to calculate an estimate in the form suggested.
