§ Mr. P. Noel-BakerThe only scheme of this kind at present envisaged is that based on the Severn Barrage. Even if the necessary preliminary experiments were complete, it would be difficult, in the present conditions of restricted capital 79W investment, to give it priority over housing and other more pressing needs. This will not, however, always be true, and arrangements are, therefore, in hand for the construction of a tidal model of the estuary of the Severn, which is an essential preliminary to the project.
