§ Mr. BottomleyIt would be impracticable to limit the sale of any Havana cigars which we might import to American tourists, and I regret that we cannot at present afford the dollars to import them for general consumption. American tourists can bring to this country, duty free, the equivalent of 1 lb. of tobacco in cigars, for their own consumption.
