§ Mr. BarnesI understand from the Staffordshire County Council, who are the highway authority responsible, that the road cannot be properly repaired until an adjacent stream, which periodically floods the road, has been culverted; and that negotiations are now proceeding between the county council and the county borough council of Burton-on-Trent, through whose area a section of the stream runs, in regard to the execution of this work.
