asked the Minister of Education what instructions he has given local education authorities to increase the number of teachers at secondary modern schools, so as to bring them in line with maintained and assisted secondary grammar schools and direct-grant grammar schools.

In Circular 174, of which I am sending the hon. Member a copy, local education authorities were informed that the progressive increase in the supply of teachers must be used to improve conditions in the schools particularly by way of smaller classes and a higher ratio of teachers to pupils.
