asked the Minister of Food what action he is taking as a result of the appeal made to him to stop the closure of underground bread bakeries in London.

Mr. Strachey:

Approval of underground bakeries is within the discretion of local authorities under Section 54 of the Factories Act, 1937, which is administered by my right hon. Friend the Minister of Labour; and there is a right of appeal to a court of summary jurisdiction. I should therefore have no locus standi in the matter unless supplies of bread and flour confectionery were being jeopardised. I have no information that this is so.
