Earl Wintertonasked the Minister of Defence if he is aware that while some units of the Defence Forces which took part in the Lord Mayor's procession wore overcoats, others did not wear them despite the fact that heavy rain was falling; and if he will take steps to call the attention of the officers commanding the units in question to the fact that it is their duty to see that their men are properly protected against the weather.
