MacMillanasked the Secretary of State for Scotland whether he is aware of the plight of the people of Scalpay Island in the Outer Hebrides, where, owing to the lack of any road, all goods have to be carried on their backs and children have to travel to and from schools over dangerous rocks and bog; and what action he proposes to take to improve their conditions.
