§ Mr. Wilfred PalingThe arrangements for the despatch of mails from Malaya are the responsibility of the Malayan Postal Administration; I have no reason for thinking that there is any failure on the part of that administration to make the most advantageous use of the shipping outlets available for the conveyance of the mails to this country.
