THE EARL OF MANSFIELD

asked His Majesty's Government whether they will state why bands composed of pipers and drummers, which have always provided the music for Scottish Regiments, are not regarded as "military" bands; and how they can substantiate their allegation that there is no discrimination against Scottish Regiments, when the latter are allowed only one pipe-major, and five pipes extra to establishment, compared with the bandmaster and 30 bandsmen permitted to English Battalions.
