§ Mr. ShinwellThe staff of the Imperial War Graves Commission are not 91W civil servants and are not within the Civil Service Whitley system of negotiation. A joint staff committee has existed for some years at the Commission's head office. About 18 months and nine months ago, respectively, branches of the Civil Service Clerical Association and of the Society of Civil Servants were formed among the Commission's staff and the formation of a joint council is at present under discussion between the Commission and the associations.
