§ Mr. BarnesPart IV of the Transport Act, 1947, gives power to the British Transport Commission to prepare area schemes for the co-ordination of passenger transport services. Meanwhile, any improvement in the services is a matter for the operators concerned in the first place and ultimately for the Licensing Authority under the provisions of the Road Traffic Act, 1930.
