§ Mr. H. WilsonNo. Second-hand clothing is rationed only if sold above specified prices. This provision is necessary to prevent the sale of new garments as second-hand, and to keep prices of second-hand goods, which cannot otherwise be closely controlled, down to a reasonable level.
