97. Mr. Platts-Mills

asked the Secretary of State for Foreign Affairs what legal qualifications are required to be held by British magistrates sitting in summary courts of the British Military Government in Germany.

Mr. McNeil

It is not deemed essential that magistrates sitting in Control Commission summary courts in the British zone of Germany should be qualified to act as barristers or solicitors. The essential qualities are commonsense, a judicial temperament, firmness and a sympathetic understanding.

asked the Secretary of State for Foreign Affairs what legal qualifications are held by Mr. H. S. Meech, magistrate of a summary court of the British Military Government in Germany.

Mr. H. S. Meech, who is the Chief Magistrate of Control Commission summary courts in Land North Rhine/Westphalia, is qualified by Statute as a Clerk to the Justices and served continuously for 20 years in this capacity at Yeovil, Nottingham, Dartford, Stokeon-on-Trent and Highgate.
