§ Mr. MayhewNo full verbatim report of Dr. Adenauer's speech to the Swiss Group of the Inter-Parliamentary Union is available. Dr. Adenauer has since contested the accuracy of some of the extracts which have been published, and the interpretation put upon them, but my right hon. Friend has had reports from His Majesty's Representative in Berne and from the British Military Governor in Germany, and it is evident that the speech did in fact contain certain expressions of opinion which show a regrettable lack of political responsibility and must do Germany serious harm in the eyes of the world.
