§ 71. Mr. Burkeasked the Minister of Food if he has considered recent cases in which fines were imposed for selling, over a long period and on a large scale, diseased horse flesh for human consumption; and having regard to the danger to public health, is he satisfied that where large profits are made the imposition of a fine is sufficient to prevent convicted persons from continuing in business and to safeguard the public from a recurrence of such practices.
