light of its report, the Executive Council advised that immigration should be controlled by legislation, that a system of registration of the population of the Colony should be introduced, and that to assist the control of entry a barrier fence should be erected across the Isthmus connecting the town of Aden with the mainland. These proposals have been endorsed by the Governor, and I have approved them in principle. The legislation necessary to give effect to them is now under consideration.
