asked the Chancellor of the Exchequer whether the views of Mr. Gibson, the Vice-Chairman of the National Savings Committee, upon the necessity for restricting the encashability of Savings Certificates, represent the policy of His Majesty's Government.

Loans to the State will be honoured without exception or qualification. It follows that the Government can have no intention of restricting the encashability of outstanding National Savings Certificates or of making any other change in their terms.
