asked the Chancellor of the Exchequer when it is proposed to publish the plan for making the United Kingdom self-supporting and independent of American aid, details of which he has submitted to the O.E.E.C. in Paris; and why this plan was not first submitted to Parliament.

The long-term programme recently submitted by the United Kingdom Government to the O.E.E.C. in Paris is a working document for the preparation by the Organisation of a programme for the participating countries showing how it is expected to be able to dispense with extraordinary outside assistance by the end of the period of Marshall Aid. It is therefore subject to adjustment as a result of the discussions in the Organisation. The final version of the programme will be published as soon as practicable after the conclusion of the discussions in Paris.
