§ Mr. H. WilsonThe employers 'in this industry are opposed to the establishment of a statutory Development Council. My aim has been to proceed in this matter as far as possible by agreement and I have not given up hope of doing so. The question of the exercise of Statutory powers under the Act does not, therefore, yet arise.
