The answer to the first part of the Question is that in the case of South Wales the construction of 300 new factories and extensions of 5,000 square feet and over, representing estimated employment when in full production of about 67,000, had been approved up to 31st March, 1948, of which 58, representing estimated full employment of about 11,000, have had to be deferred.
