§ Mr. KeyWherever possible, competitive tenders have been obtained, but in view of the urgent necessity of getting the offices ready in time for the operation of the National Insurance scheme by 5th July, 1948, prime cost has had sometimes to be adopted. I am satisfied that this was in the public interest.
