Bowman, vice-president of the National Union of Mineworkers and director of manpower, stating that the recruitment of European voluntary workers and Poles is considerably below expectation, and that arrears of recruitment of juvenile workers is mounting at an alarming rate; and what action he proposes to take on this report.
