§ 70. Mr. Boyd-Carpenterasked the Minister of Health the reason for the delay in publishing Statutory Instruments 652 and 653 of 1948 until a date nine days after they purport to come into effect.
§ Mr. BevanThese instruments were made on 3oth March and came into effect on 1st April. They had to be laid before Parliament but this could not take place before 6th April. They were published as soon as possible after laying. Local authorities' associations were consulted beforehand and local authorities were told the purport of the instruments.
