asked the Minister of Supply why permits must be obtained from him to purchase coal-cutting machinery for use in this country.

The obligation to obtain a licence for coal-cutting machinery under the Machinery, Plant and Appliances Orders was introduced during the war to control the use of machinery in short supply. Since the war the licensing system has also been used to control exports. These orders come within the scope of the review of controls which, as announced in the House by my right hon. Friend the President of the Board of Trade, on 26th February last, is now being undertaken.
