Mr. Creech JonesA simple system of identification for Africans in Northern Rhodesia is provided for under the Registration of Natives Ordinance and I understand that consideration is now being given to it., improvement. Subject to certain exemptions, Africans are at present required to carry night passes in the larger urban areas only, between the hours of 9 p.m. and 6 a.m.
