I am informed that the American Cotton Manufacturers' Association has presented such proposals of which the main objective as regards exports are to permit sales for other currency than dollars and to exhaust the possibilities of what are described as natural Oriental and Colonial markets before trying other markets. In reply to the last part of the Question, the policy of His Majesty's Government is to ensure that Japanese textiles are produced and sold under conditions that do not give rise to unfair competition with our own products.
