asked the Secretary of State for the Colonies what extra-territorial rights have been granted to the Chinese Government by the Government of Hong Kong; and for what purposes.

Mr. Rees-Williams

The Hong Kong Government have recently granted to the Chinese Customs permission to establish centres within Hong Kong for the assessment and payment (at the option of the Hong Kong exporter) of Chinese import duties and also liberty to enter upon and patrol certain Hong Kong territorial waters. The grant of these rights has been agreed to by His Majesty's Government as part of special measures for the suppression of smuggling between Hong Kong and China.
