Mr. McNeilTwo Metropolitan Police officers are in Bogotá by the invitation and at the expense of the Colombian Government. They are assisting Sir Norman Smith, who is studying the reorganisation of the Colombian police and the disturbances of last April in so far as they affect that problem.
