asked His Majesty's Government whether an undergraduate from the United States of America or from the British Dominions, studying at a university in the British Isles, who is in receipt of a scholarship stipend (not subject to income tax) of more than £104 per annum, and who will naturally not be eligible for old age benefits in this country, will be required, during his two or three years' residence, to pay insurance premiums under the National Insurance Act, 1946.

The regulations dealing with this matter have not yet been finally settled in detail. It is, however, the intention to provide that such students as those referred to in the question and other full-time students at universities, technical colleges and similar institutions shall not be obliged to pay contributions under the National Insurance Act. They will at the same time be given the opportunity to pay contributions as non-employed persons if they so wish.
