§ Mr. W. EdwardsSave for a few classes of wartime entrants who are signed off under mercantile practice, there is no regular system of all-clear chits for naval officers and ratings. Only in a very few cases, compared with the total number of releases from the Navy, has it been necessary to take action to recover debts to the Crown from ex-naval personnel, but without a disproportionate expenditure of time and labour it would be impracticable to ascertain the number of cases in which a claim has been made.
