Mr. Medlicottasked the Minister of Fuel and Power if he will consider making a fresh approach to the problem of basic petrol by instituting a nation-wide and stringent driving test to be imposed on all motorists, both present and future, on the footing that a basic allowance would be made to all drivers who passed the test, thus providing an immediate partial solution of the basic petrol problem and at the same time raising the standard of driving throughout the whole country.
