§ Mr. Rees-WilliamsThere is no difficulty in distributing Hong Kong newspapers, English and Chinese, outside the Colony, except that Chinese newspapers are carried by rail and not by air to Canton, and so are not available there until the early afternoon of the day of issue. I understand that the stated purpose of the recent embargo against their carriage by air is to avoid competition with Canton newspapers.
